While not procedural the Quixel Suite 2 is frequently on sale to students for a one time 39 dollar charge. I'm a 3d professional and graduated from college within the last year. If you're looking to turn out really great PBR assets on a budget I might point you there. Quixel combined with a tool like Megasplat (vertex painting) from the Unity asset store is how I do most of my environment design at the studio. It is a very flexible and artist friendly workflow. not sure of your monetary situation, but substance Live is only 19.90 USD a month very reasonable for indie devs and the like.
